Ralphs operates grocery stores with parking facilities in California. Our firm is investigating whether Ralphs used ALPR cameras to capture, record, and store the license-plate information, location, date, and time of vehicles entering and exiting its parking lots — without a conspicuously posted usage-and-privacy policy and without the consent of the drivers whose information was collected.

What Happened?

Automated License Plate Reader (ALPR) systems are high-speed cameras that automatically capture and store every license plate that comes into view, along with the location, date, and time. Our firm is investigating whether Ralphs used ALPR technology in the parking facilities at its California grocery stores to collect this information from drivers as they entered and exited.

California law (Cal. Civ. Code §§ 1798.90.5 et seq.) requires any business that operates or uses an ALPR system to maintain a usage-and-privacy policy and to post it conspicuously so that consumers know who is collecting their information, why, and how long it is kept. We are investigating whether Ralphs failed to provide this required notice to the drivers whose license-plate data it captured.
